Water resistance on the phone is not the same as waterproof
Modern phones are rated IP68 from the factory, which sounds like it settles the question, but that rating is tested in still fresh water and degrades as the adhesive seals age. It does not cover salt water, chlorine, or pressure from depth. If you are actually swimming with the phone rather than getting caught in rain, a dedicated waterproof case is doing real work.
Two things separate a good one from a bag with a clip. The first is the seal: a screw-down or double-latch closure rather than a fold-and-clip, because fold closures relax over time. The second is the camera window, which needs to be optical-grade to avoid the soft, hazy underwater photos that make people assume their phone broke.

Test every waterproof case empty first: seal it with a tissue inside, submerge it for two minutes, and check the tissue is dry. Do that each season, not just once. For rain and spills rather than swimming, a protective phone case is the more practical daily choice.
